SUPERVISED ELECTRONIC CONFINEMENT
A JAIL ALTERNATIVE
HOW IT WORKS
Once admitted into the program by probation, the defendant will serve their jail sentence under house arrest, with strict conditions while having the opportunity to maintain employment or school, fulfill childcare responsibilities and obtain medical care. The Program uses a GPS device and depending on the circumstances, the participant may also have a mobile breath alcohol tester. The Program involves meetings with a case manager every two weeks. Program requirements may also involve drug testing.
ELIGIBILITY
The Probation Department determines each offender's eligibility based on the unique circumstances of each case.
To be considered for the SEC Program, the defendant must meet these criteria:

Be a minimum security risk, non-violent offender.

Be sentenced to the Orange County Jail.

Have a residence (permanent or temporary in Orange County, or a surrounding county).

Have cellular coverage in their residence or have a qualifying telephone line.

Agree to the SEC Program terms and conditions.
The Sentencing Judge may recommend SEC, but the offender must be approved by the Probation Department in order to be accepted into the program.
When reviewing the application, Probation Department takes behavior patterns that may pose a risk to the community like drug addiction, drug sales, violence, failure to appear for court and the type of crime for which the defendant was sentenced for into consideration.
HOW TO APPLY FOR THE PROGRAM

Ask the sentencing judge to grant a jail commitment date which is a minimum of four (4) weeks out in order to allow for the SEC application process. The judge may include “Authorize SEC subject to approval of the Probation Department” on the court order.

IMMEDIATELY following the court appearance, the defendant must call the SEC UNIT at 714-569-2015 to apply.
WHAT TO EXPECT ONCE YOU'RE
IN THE PROGRAM
The SEC Program involves:

Wearing a GPS device which tracks the participants movements.

Some participants also have a breath alcohol device, and are required to submit tests several times per day.

Meeting with a CorrectiveSolutions' case manager every two weeks.

Drug testing
Inmates accepted into the SEC Program will be fitted with a GPS ankle bracelet that includes a charging unit that plugs into a standard wall outlet. The unit operates via cellular service. If cellular service is unavailable at the inmates residence, a verification unit that connects to a land line will also be issued. In some cases, inmates will also be issued a breath alcohol monitoring device that is used to randomly test for alcohol levels.
ARE THERE SEVERAL PROVIDERS OF HOME CONFINEMENT IN ORANGE COUNTY?
California Penal Code §1203.016(j)(1) states in part that “[n]o public or private agency or entity may operate a home detention program in any county without a written contract with that county’s correctional administrator."
The Orange County Chief Probation Officer is the designated County Correctional Administrator for the purpose of administering any home detention program in Orange County. Probation has entered into a contract with CorrectiveSolutions for the purposes of providing full management and continuous electronic monitoring services. No other home detention service provider is contracted or authorized to provide home detention services in Orange County.
